Log Message:
Build 'libelf' and 'libdwarf' under 'tools/elftoolchain', after
'tools/elftoolchain/common' has been built.

This change aligns the 'tools' build with the regular build.

Subsequent commits will change 'tools/libctf' and
'tools/cft{merge,convert}' to use the new build paths.
