Add WayTech Development USB to Serial product.

It is used by some UPS devices, notably Infosec and Megatec.

The vendor ID (0x0665) is known differently from various mainstream OSes;
but it is officially registered by USB-IF as `WayTech Development, Inc.'. So
be it.
