Log Message:
For these interfaces, the implementation of SIOCSIFDSTADDR is identical
to SIOCINITIFADDR, and SIOCSIFDSTADDR callers always fall back to
SIOCINITIFADDR, so just get rid of the SIOCSIFDSTADDR case.
