Add OBJCOPY_ELF2AOUT_FLAGS for some arm ports to create a.out binaries
using objcopy(1) for old firmware, shared among src/distrib and
src/sys/arch/${MACHIHNE}/conf/Makefile.${MACHINE}.inc.

Discussed with mrg@ and matt@ on source-changes-d@.
