Yes - preferrably. No problem on systems with static interface 
configurations.
On systems with dynamic interface configurations you would lose the 
dynamic interface re-binding of ntpd as NetBSD
currently lacks a mechanism to allow non-root processes to bind to 
reserved ports. Maybe somebody adds a bit to kauth
to do such a thing. Linux e. g. uses its capabilities for that.
