There are a few ways to disable NTP in dhcpcd don't request the option
(it's requested by default in /etc/dhcpcd.conf). However, some servers
can still forcably send the option, so you can just disable the NTP hook
script by adding "nohook ntp.conf" to /etc/dhcpcd.conf
