Pull up following revision(s) (requested by jmorse in ticket #204):
        sys/dev/video.c: revision 1.18
        sys/dev/usb/uvideo.c: revision 1.24
Fix UVC webcam output by:
- Storing updated video format after user changes format
- Round up number of xfers queued to multiple of 8, due to ehci inefficiencies
- Remove random debugging line I slipped in earlier
