Kernel builds fail for me with the following:

/usr/src/sys/conf/files:591: cannot open /usr/src/sys/external/isc/ 
atheros_hal/conf/files.ath_hal for reading: No such file or directory

 /usr/src/sys/external/isc/atheros_hal/ has not conf dir:

ls -l  /usr/src/sys/external/isc/atheros_hal/
total 6
