This is not a great solution for (2).

What (2) really calls out for is a conditional policy based on the  
presence of an external display:

1- If external display is present, do not S1 on a lid_switch-pressed  
event.
2- If external display is -not- present, -do- S1 on a lid_switch- 
pressed event.
