I haven't seen an announcement for src/external yet. Based on that I
follow the established practise of src/dist for Third Party sources with
BSD like license.

As you might verify with cvs log, this is correctly imported third-party
code. Cherry-picking upstream changes to the vendor branches is AFAIK
well-known CVS practise.
