What!?  If I specify [f000::baaa]/0 I expect it to either complain
"incompatible address and length (some non-zero bits appear beyond the
specified length)" or treat it like [::]/0 (ignoring all bits beyond
the specified length).  Treating it like [f000::baaa]/128 would be very
surprising to me.
