The line you just gave -- make the driver work in both cases -- is a
pretty good explanation. Your original commit message was not nearly
as clear. I would change it to what you just posted, i.e.

"make the driver work both for __HAVE_TIMECOUNTER and !__HAVE_TIMECOUNTER"
