How about:

1) When they are all around 50k each or so. Complete (i.e. putting 
everything into tens or hundreds of libraries to get them all under 50k 
isn't ok).

2) When you're willing to help maintain them. While Thor hasn't said it, 
my take on his discussions around this are that he is interested in 
maitaining this daemon.

I don't think we really want base to be a static thing. Yes, we should be 
careful about what goes in (and comes out). But just locking it where it 
is or was strikes me as bad.
