NetBSD/sandpoint steps forward to ppcoea-renovation.
- use common powerpc isa_machdep_common.c and isadma_machdep.c
- isa_machdep.c holds an empty isa_intr_alloc() call as sandpoint
  has no ISA/PCMCIA slot to house devices.
