IIUC, it's recorded state, and that state remembers a combination of
configuration commands given to the various programs, and negotiated
bondings and similar device interactions.  You're not meant to edit it
directly, although it's legible and editable if it turns out to be
necessary for debugging or similar purposes.

Fits /var/db pretty well, if that's really the case.
