Initial com framework changes.  These changes bust *all* com consumers, but
follow-up commits shortly will fix many of them, so that i386, sparc, and
some evbmips ports at least work.

Is there a slight chance that http://www.netbsd.org/cgi-bin/query-pr-single.pl?number=31310 gets looked at? Topic is com silo overflows on fast MP machine at moderate baud rate (9600/19200).
