This change is independant of the timecounters branch, so
the tests could be done right now.
There would be 2 cases: old (eg 3.0) userland with COMPAT_30,
using the "short" struct ntptimeval, and new userland using
the "long" struct ntptimeval.
(assuming that COMPAT_30 on a 64-bit system affects both
native and 32bit support, which has been the case afaict)
