OK, I had put it in usr.sbin because this is where it was in FreeBSD, but 
perhaps this is inappropriate for NetBSD.  I'll try to figure out where it 
should go and run it by you before I make any more changes.  Let me know if I 
should remove anything in the meantime (ndiscvt from usr.sbin/Makefile, for 
instance).
