a question

I want to ask a question:
why don't compile before check in CVS?

It took me a whole day to do:
check out, build, fail,
check out again, build again, fail again
...

I think there were more errors in main branch
recently, like
src/games/atc/update.c 1.16
src/sbin/cgdconfig/utils.c 1.12
are very very simple syntax error.
