Pull up following revision(s) (requested by manu in ticket #859):
        sys/netkey/key.c: revision 1.136
Make sure that the port numbers are set to 0 in SAD and SPD when NAT-T
is not enabled. While we are here, add some safety tests on PFKEY
messages
This fixes the problem described in bin/30437
