afaik it's normal.
i didn't expect a single kernel config file can be
used with different versions of kernel because it
actually couldn't for me sometimes.
i usually check and merge changes in GENERIC to my kernel config.
am i only one?

Yes.  If an options will be used in the vast majority of cases, it
shouldn't have to specified.

On the VAX there is NO_EMULATE_INSNS in case you want a smaller kernel
but since all the variants don't implement the same superset of opcodes
you usually want.
