   PR/20071: Perry Metzger: --extract handling is broken. This patch fixes
   Perry's example.


while this might fix perry's problem i believe that this might break
other uses.  we need a regression suite for this.  please see the
comment above tar_gnutar_exclude_one() for why it was done the way
it was done.  i don't really have time to test this out right now.
