Removed Files:
	src/etc [netbsd-3]: postinstall

Log Message:
Pull up file removal (requested by lukem in ticket #164):
Move /etc/postinstall (and the etc.tgz set) to /usr/sbin/postinstall
(and the base.tgz set).
