Actually, this _was_ discussed at length some time ago.  If you feel 
that the addition of the -K flag changes the need for this (unlikely in 
my opinion -- if you require novice admins to correctly type the path to 
the syspkg db every time they work with syspkg, that's just asking for 
user errors).

If you feel that this issue really _must_ be reopened, please do so in 
the appropriate mailing list, not in the TODO document.
