Are these files and the rest of them under distrib/syspkg/sets
actually used for anything?

All the COMMENT files are now consolidated in distrib/sets/comments,
the DESCR files in distrib/sets/descrs, and the TINY_VERSION info
is in distrib/sets/versions.
