The time difference is noticeable on very old machines, and I don't
know anyone who uses quota. I think it should be off by default.

        The time difference used to be massive on machines running NIS
        but no quotas on any filesystems, but that was fixed back around
        98/99. The time for quotacheck and quotaon to read /etc/fstab,
        confirm quotas are not enabled and then exit is very small.

        Having said that I would support defaulting quotas=NO, providing
        we also clean up other startup scripts which do not need to run by
        default...
