Could a list of things that are obsolete be installed in that
directory, though, so that people who look at the dir in the future
know what isn't used any longer?

Actually, they are. Many sites will add images to localize the login
screens. I do this myself. It would be nice if, at the very least, you
could pop an image into /etc/X11/pixmaps or some such for local use.
