Pullup revision 1.4 (requested by tron in ticket 48)

*shudder* install perl scripts... perhaps we shouldn't, but while we
are, may as well give it a "#! /usr/bin/env perl" so it has a chance
of working...  unfortunately, this even fixes PR#22578 ;-)
