This change was discussed quite a while ago, and this was the concensus. If you're using csh or tcsh, I don't think you're really using this "which". They've been built-in for quite a while. If you're using sh or ksh or bash, then you have configuration issues. _You_ may have fixed them (kept .profile or .bashrc or whatever in sync with .cshrc), but most users won't know to do that.
