I seriously doubt that. Furthermore, if you were right and it was
copyrighted but had no license attached, it would be illegal to
copy. Excepting fair use, you can only copy copyrighted material if
you are the holder of the copyright OR if you have a license to do so.

I would suggest either putting the document into gnu/dist, along with
a copy of COPYING from the original distribution, or finding an
alternative. (Doesn't the one true awk come with docs?)
