This is not true.  __HAVE_NWSCONS means that only pckbd(4) ever
attaches to pckbc(4).  Which is NOT true of sparc!

It's just that currently sparc attaches console very differently from
other ports, and so pckbc_machdep_cnattach is seemingly trivial, but
it's nice to have it there as a placeholder/reminder.
