are you building with an objdir?  because even with your change, builds
are still broken:
distribution does install-etc-files with pwd = ${.CURDIR}
INSTALL_FILE won't find MAKEDEV since MAKEDEV is in ${.OBJDIR}

It works after applying the following patch:
