That's correct, it doesn't relate to this change.

This change is not about the overall philosophy of suppressing
/etc/security output. That was implemented and discused quite a while
ago, when rev 1.49 of /etc/dialy was committed, around PR 17249, eight
months ago. You can set always_report_security=YES if yo ucare about
that change.

This change merely brings /etc/security's behavior with respect to
/etc/security.local, in accordance with that existing philosophy. If you
didn't have a security.local, you've been getting that behavior for
some time. It doesn't make sense for people with security.local to
fail to see supression that people w/o it do see.

Since I don't believe this change is adding something new, I'm not
going to revert it without more discussion. I think the time to revert
1.49 has past, also.
