Hm, well, if it's truly ixp425-specific, then it belongs in the ixp425 
header file.  I'll peek at this in my ixp425 manual sometime soon to I 
can educate myself on the differences between the ixp425 PMU and the 
generic XScale core PMU.

(I thought the ixp425 and the i80321 used the same "Elkhart" core, but 
I could be wrong).
