Log Message:
When attaching, make sure the "Reject Broadcast Mode", "Promiscuous Mode"
and "Pass Bad Frames" bits in the EPCR register are clear.

This works around a problem where firmware sets RBM for some reason before
handing control to the NetBSD kernel.
