For the /etc/security permissions check, don't you mean /etc/mtree/special
(not /etc/mtree/NetBSD.dist)?

Arguably /etc/mtree/special.local should be used for this purpose.

However, if having /home (and maybe /usr/local) as "ignore optional"
entries in /etc/mtree/special (*not* NetBSD.dist) does not cause any
ill effects or bogus warnings for people who don't have those
directories, or has those as symbolic links, then I would consider
that as a reasonable compromise.
