I don't think so, but currently most ports (except arc, evbmips, sbmips,
sparc, sparc64 and vax) install intr.h under /usr/include/machine
and footbridge_intr.h is included from intr.h.

Should we remove all of them from userland?
Note there is a following comment in sbmips/include/Makefile:
