I saw that too when I did a complete build shortly after and readded
it -- it was not needed during the tools build.

I don't understand the gdb-distfile logic for this file -- there is
only one *-cfg* file, and still they do some strange stuff with
symlinks as if there were more of them -- why not just use the all-cfg
file directly instead?
