Log Message:
Add two new cpu capability flags: CPU_MIPS_USE_WAIT for CPUs that use a
"wait" instruction based cpu_idle(), and CPU_MIPS_NO_WAIT for specific
CPUs that don't use this (applicable to mips32/64 mainly).
