I'm not sure why it was the way it was.  I suspect someone made a poor
judgement call to reduce the size of the INSTALL kernel.

In any case, I'm just trying to simplify the situation so that sysinst
creates an /etc/ifconfig.* consistent with normal operation using a GENERIC
kernel.  The macppc INSTALL docs are long enough without having to deal
with the extra step of "if sysinst creates ifconfig.tlp0 then you have to
boot single-user and rename it to ifconfig.de0".
