Uhh...This worked...I specifically changed it because _eh wasn't getting
built with exceptions turned on. 

The initial problem here (the 1.31 changes) from what I can tell never
needed to be made in the first place. This worked as-is with 1.30.

Granted now it's building an _eh.c file but even before by just using the
libgcc2.c with -D worked fine also and that specifically was a special case
due to the expections issue.
