This broke the ability to build with REDO=posix_right, REDO=right_posix
or REDO=right_only.

I like having the "right" versions of the timezone data files available
(even if they are not used by default) so that I can run certain
commands in an environment with TZ=right/UTC to get proper leap second
handling.
