Well, I took these two as exceptions.  You can generate a lot more formats
with groff, but HTML and cross-platform-readable plaintext provide an easy
point of entry into reading the document from a fresh tree.  After all, if
you're cross-building on System X with a very old *roff or none at all,
BUILDING.mdoc is pretty damned unreadable.  8-)

Note that I plan to make some <bsd.*.mk> generic rules to be used by
src/distrib/notes as well as BUILDING, for all of the various formats such
as .txt, .html, .more, .ps, .pdf.
