Log Message:
Set initial spl level to SPL_SERIAL, which for some strange reason
is higher than SPL_HIGH (maybe we should be fixing SPL_HIGH).

If IPL_STATCLOCK is defined, initialize spl_masks[_SPL_STATCLOCK] from
it; otherwise initialize use IPL_CLOCK.
