does it really worth a effort to propagate ONLY_ON_PLATFORM?
i believe it unnecessary, and adds future maintenance cost.
it should fail due to dependency, so we do not need to propagate them...
(if they, say, always use CPU-specific assembly routine, they should
have ONLY_ON_PLATFORM)
