For what it's worth this looks still wrong to me.  I'm still not convinced
by the argument in the PR.

To the best of my knowledge there is _no_ system that has support for
case-insensitive lookup on RR-names (well, there was none before you
added this option to ours:-)).  That is if there are really CDs out there
which require this, they couldn't be used on any system.

The only way Jason's notes do make sort of sense to me would be if his CD
has RR-extensions added only by accident.  That is it's really meant to
be used without looking at the RR information.  So do that.  I.e. mount
with option norrip and be done with it.
