Make the same changes as in cryptosrc-intl/crypto-intl/lib/libasn1/Makefile
revision 1.3:

Add a ".hx.h" rule based on the ".c.x" rule, and only update the
asn1.h header if it has changed.  Saves unnecessary rebuilds of
libasn1 of compile_asn1 gets rebuilt.
