Update bladeenc to 0.92.0-stable.
Update from Markus Kurek in PR pkg/9501.

Major changes from 0.90 are:

 - Optimisations and restructuring of major components of the encoding
   process - 34% faster on a K6-2 350!
 - Fixed bug with crashes producing mono mp3's from stereo input.
 - Fixed bug with bad-sounding mono mp3's.
