Um...  Don't we usually discuss on the mailing lists before breaking
something people depend on?  Maybe you're right about how few people are
using /usr on NFS.  Maybe not.  This is still something that we have
always supported, and that there is very real benefit to supporting,
especially on some of the older hardware we support.

I don't think that unilaterally breaking this is really acceptable...
