It's not really ISA devices as such; more like "random PC devices".

I am not sure exactly what the PCI hardware in the Portege really is,
but it appears to be a normal PCI chipset with the PCI headers for
the ISA bridge and PCI IDE controller mostly zeroed out and a pnpbios
node for the IDE part. This attachment avoids a nasty quirk in dev/pci
or i386/pci.
